The Minnesota Hooved Animal Rescue Foundation and the civic center
The foundation, which rescues abused and neglected hooved animals requested that it be able to rent the civic center for a garage sale June 12-18 and also be able to store materials there for a time prior to the sale. The city council had recently decided it was not going to rent out the center until it has been renovated and has been seeking community volunteers to do the work.
The council, after a short discussion, passed a motion to rent the facility to the foundation for the garage sale as long as the foundation acknowledges the risks in writing, and that it would have to furnish a handicap-accessible portable toilet.
Ordinance proposed to alter standards for the city’s conditional use permits
The council introduced ordinance no. 681 for likely passage at a future meeting that would amend language in the city’s conditional use permit (CUP) accordingly:
• Removal of the current CUP requirement that substantial construction (80 percent) must take place within one year after the date of the CUP.
• Add the requirement that an applicant must apply for all necessary permits within 12 months of the CUP approval and that the project must be substantially completed within 24 months of issuance of the first permit.
• Planning commission may grant extensions where reasonably necessary.
• Adds the proceedings for revoking a CUP.
The planning commission recommended the changes and the proposal was presented by Zoning Administrator Carie Fuhrman, who said that some of the research into making the changes involved reviewing CUP standards in other cities.
Denies request to rezone property from R-2 to R-3
The city council, at the recommendation of the planning commission, denied resident John Kopacek’s request to have his residence at 701 5th Ave. N. be rezoned from R-2 residential to R-3 multiple family residential. Kopacek had purchased what was a triplex there in 2004 and renovated it. That included lifting up the house and adding a basement and new foundation, adding egress windows and utilities in the basement for potential living space, as well as making other improvements in the structure. The council passed a motion to deny the rezoning request.
Authorized applying for grant to prepare park and trail plan
The council passed a resolution supporting an application to the Initiative Foundation for a grant to hire a firm to create graphics, maps and perform the technical engineering for developing a comprehensive park and trail plan for Princeton. Fuhrman had submitted an application in January exploring what grant was available and learned that the city can make the full application for a grant of up to $4,000.
