County Board Briefs: Nov. 19 meeting

Per diem increase for treatment center

The board approved a 2.9 percent increase for calendar year 2014 in the rate it pays per client per day at Mille Lacs Academy at Onamia. It will result in a total per diem rate of close to $250 in MLA’s Castle and Navigator programs and nearly $277 in its Ship and Safari programs.

MLA is a residential treatment center at Onamia to treat boys age 13-19 with harmful sexual behaviors and significant mental health issues, certain disorders and behaviors.

 

Health insurance contribution

The board set the county’s contributions in 2014 for insurance-eligible employees who are legally married to each other and desire family coverage. The county will contribute $5,500 to the health services account of an individual selecting family coverage and an added contribution of $385.33 to the amount of the family premium for those married couples choosing family coverage on the minimum value plan with HSA.

 

Not renew contract

The board decided not to renew its “capitation” contract with Riverwood Centers Community Behavioral Healthcare for 2014. It was formerly Five County Mental Health Centers and now goes by RWC. Some County Board members and county staff, including community veterans services personnel, decided during a work session to pursue developing alternative methods or contracts options on a fee-for-service basis to ensure the county’s citizens continue to receive needed mental health services.

 

Social worker to fill vacancy

The board approved eliminating the part-time RN position at community veterans services, which has been vacant, and replacing it with a part-time social worker position. The board approved filling the vacancy.

 

Video conferencing kit

The board approved purchasing a video conferencing kit at a cost of about $6,424. The new system has a 15 percent manufacturer’s rebate of nearly $797 to be processed after purchase.

 

Laptop computer

The board approved the purchase of a Dell Latitude E5530 laptop computer and accessories for nearly $1,287 to be used by the new nurse hired under a grant in the community veterans services department.

 

Compressor at jail

The board approved a quote of $18,379.17 from NAC Mechanical and Electrical Services, Vadnais Heights, to replace an old freezer and refrigeration compressor at the county jail. The county has spent $7,660 since June 2012 repairing the current compressor.

 

 

 

Rooftop conditioners

The board approved spending up to a maximum of just over $13,717 to have NAC replace two rooftop air conditioning units at the government center.

 

Added installation cost

The board approved spending close to $6,415 for NAC to complete installation of duct work in the sheriff’s dispatch center.

 

Maintaining emergency communications

The board approved an agreement for one year of maintenance services by City Watch Notification Systems for the county’s emergency management department at a cost of $4,306.

 

Road project final payment

The board approved a resolution stating that a grading and road base project on CSAH 25 between 145th Avenue and Highway 27 west of Onamia has been completed and that final payment should be given to Landwehr Construction, St. Cloud. The original contract cost was close to $414,495 and the final cost was $434,354.

 

County’s cash balance

The board received the latest monthly report on the county’s cash balances. It shows that the general fund cash balance at the end of October was $5.62 million, slightly more than at the same time one year ago.

 

Reappointment on board of appeals

The board reappointed Mitzi Mellott to a three-year term on the county’s personnel board of appeals. She has been serving a one-year term on this board and is one of three citizens serving on it.
